BC property transfer tax on a new home — combined with GST — can add $60,000 or more to your closing costs before you even move in.
That is often too late.
When you buy a newly built home in BC, two taxes come into play: Property Transfer Tax and GST. Together, they can add $60,000 or more to your cost of purchase. But there are also significant exemptions and rebates available that most buyers do not fully understand — and if you qualify and plan ahead, the savings are real.

Property Transfer Tax
The BC Property Transfer Tax is a provincial tax paid at the time of registration. It applies to every property transfer in the province and is calculated on the purchase price using a tiered rate:
- 1% on the first $200,000
- 2% on $200,001 to $2,000,000
- 3% on $2,000,001 to $3,000,000
- An additional 2% on any amount over $3,000,000
On a $900,000 home, that is $16,000 before any exemptions.
Newly Built Home PTT Exemption
If you are purchasing a brand new home as your primary residence, you may qualify for a full PTT exemption — meaning you pay nothing — on properties valued up to $1,100,000. A partial exemption applies for homes between $1,100,000 and $1,150,000.
This exemption is not limited to first-time buyers. Any Canadian citizen or permanent resident purchasing new construction as a principal residence can qualify, provided they move in within 92 days and occupy the property for the full first year.
On a $900,000 new home, that exemption is worth $16,000.
First-Time Buyer PTT Exemption
If you have never owned a home before, a separate exemption applies. The PTT on the first $500,000 of your purchase price is fully waived, regardless of whether the home is new or resale. The maximum saving is $8,000 and the property must be valued at $835,000 or less. A partial exemption phases out between $835,000 and $860,000.
If you qualify for both the newly built home exemption and the first-time buyer exemption, BC lets you apply whichever provides the greater benefit. For most new construction purchases, the newly built home exemption will be the better option.
GST on New Homes
Resale homes do not attract GST. New construction does — at 5% of the purchase price. On a $900,000 home, that is $45,000.
There are two rebate programs that can reduce or eliminate this cost entirely.
Standard New Home GST Rebate
This rebate is available to any buyer who purchases new construction as a primary residence, regardless of whether they are a first-time buyer. It provides a partial refund of the GST paid:
- Full rebate (36% of GST) on homes priced $350,000 or less
- Partial rebate on homes between $350,000 and $450,000
- No rebate on homes above $450,000
For most buyers in Coquitlam and the Tri-Cities, where new homes rarely come in under $500,000, this standard rebate will not apply.
2025 Federal First-Time Buyer GST Rebate
In May 2025, the federal government introduced a new program aimed at first-time buyers of newly built homes. This is a separate and significantly more valuable rebate:
- A 100% GST rebate on new homes priced up to $1,000,000
- A partial rebate phasing out between $1,000,000 and $1,500,000
- No rebate on homes above $1,500,000
- At least one purchaser must qualify as a first-time home buyer
- The property must be used as the buyer’s primary residence
- Applies to purchase agreements signed after May 27, 2025
On a $900,000 new home, a qualifying first-time buyer saves $45,000 in GST.
What This Looks Like in Practice
A first-time buyer purchasing a $900,000 newly built home in Coquitlam could qualify for:
- $16,000 in PTT savings through the newly built home exemption
- $45,000 in GST savings through the 2025 first-time buyer rebate
- Total: $61,000 in tax savings on a single purchase
That is not a rounding error. That changes the entire math of the transaction — what you need for a down payment, how your mortgage qualifies, and what you can realistically afford.
