A low ratio is a starting point, not a verdict. It tells you the asking price is below what the province estimated the home was worth on July 1, but it does not tell you why. That is the question worth investigating.
Several things can push a list price below assessed value: the local market may have cooled since the assessment date, the property may need updating or repairs, the seller may be motivated to move quickly, or the prior year’s assessment may simply have run hot during a period of rapid appreciation. A condo in a building with a special levy, or a house on a busy road, can carry a permanently lower ratio for reasons that have nothing to do with being a “deal.” The only way to know is to compare the listing against recent sold prices for similar homes nearby.
